Kashmir Chamber Urges Extended Deadline for Feedback on JK Unified Building Byelaws Amendments

Srinagar:The Kashmir Chamber of Commerce and Industry (KCCI) convened a special Executive Committee Meeting on Friday to address concerns over the proposed amendments to the JK Unified Building Byelaws (UBBL) 2021. The Chamber resolved to urge Jammu and Kashmir Chief Minister Omar Abdullah to extend the response deadline by 90 days, citing inadequate public consultation and stakeholder engagement.

KCCI highlighted serious procedural lapses, noting that the public notice on the amendments lacked an issue number and date, raising transparency concerns. With the current deadline of January 18, 2025, set by the Housing and Urban Development Department, stakeholders have insufficient time to evaluate the complex technical regulations.

The Chamber stressed the far-reaching implications of these amendments on urban development, construction practices, and public safety across the Union Territory. Members criticised the consultation process for failing to involve professional bodies and neglecting awareness in rural and semi-urban areas. The absence of widespread publication in local newspapers has left many key stakeholders unaware of the changes.


KCCI emphasised that the proposed amendments will significantly impact a broad spectrum of stakeholders, including architectural firms, construction companies, municipal bodies, residents’ associations, and urban planning experts. To address these concerns, the Chamber recommended a 90-day extension of the consultation period and mandatory publication of the proposed amendments in prominent newspapers across Jammu and Kashmir.

KCCI reiterated that a thorough and inclusive consultation process is essential to ensure the development of effective building regulations that meet the region’s needs.
