Jammu:
All India Confederation of SC/ST/OBC Organizations organised Black Day here at Ambedkar Chowk, Jammu under the Presidentship of R K Kalsotra, it's State President and  put forth few demands in front of government for new UT but due to no response from government, confederation had to take this harsh step.

Confederation asked the government to fulfill the downtrodden demands, these are to implement Reservation in Promotions in the newly formed UT of Jammu and Kashmir with backdate effect since Oct 2015, to implement 27% reservation for OBCs as per the Mandal Commission Recommendations, which currently is 2% in the state and  clearing of 1 lakh pending backlogs of SC/ST/OBCs in various departments.

The official declaration of erstwhile state of Jammu and Kashmir to UT of Jammu and Kashmir took place on 31st October 2019. Around 106 Central laws got implemented by the government in the new UT. Few state laws which were already working are still going to function. But due to historic wrong done to the vulnerable sections of SC/ST/OBCs by not giving adequate reservation to them, it's high time that with this new shift in the administrative rubric of state, government takes into account the needs of such sections.

These  demands were not fulfilled by the government and thus, Confederation observed BLACK DAY on 3rd November 2019, here in Jammu and Kashmir.

Confederation has been working for preserving the rights of vulnerable sections for a long time. Reservation in Promotions, 27% reservation for OBCs is being implemented elsewhere in the country but not in the state.

While addressing on the Black Day Kalsotra said that all the governments have ditched us. Ordinance passed by the President is still lying unimplemented by government for continuation of reservation in Promotion's. Kalsotra also said that reservation is a constitutional right enshrined on SC/ST/OBCs and thus they should be implemented with no delay. He also said that we believe in the unity of the nation and political moves like abrogation of Article 370 and Article 35A does not impact us unless and until we are given our rights in a constitutional way. Confederation has raised these demands to the previous governments, Governor, Prime Minister, President a lot many times but no response was given and we are still unaware if these demands are going to be fulfilled or not and this is the reason why the Confederation Cadre of Jammu and Kashmir observed a Black Day on 3rd November 2019.

Kalsotra made an appeal to the President, PM and LG Girish Chandra Murmu for implementation of these laws as soon as possible.

Kalsotra also appealed to the Cadre Jammu and Kashmir to be ready for future action for implementation of these days. Kalsotra also said that a Maha National Rally is being organized at Ramleela Maidan Delhi on 1st December, 2019 where these demands will be put forth. He appealed to the Cadre and the masses to join for the same.

Other who were present at the event were Ch. Shafi, Madan Chalotra, Sham Lal Bhasin, Tej Ram Dogra, Amar Nath Dogra, Ramesh Chander Sarmal, Amar Nath Bhagat, Tilak Raj Kajotra, Shashi Syal and others.
